Firstly, people help each other to cope with emergency needs. Then religion makes it a moral imperative. Religious orders have often organised aid for the victims before states and private organisations such as the Red Cross or NGOs intervene. Over the last twenty years, with the rising power of non-governmental organisations (NGOs), international solidarity has been completely transformed and organised. A worldwide system to coordinate emergency aid and support has been established under the aegis of the United Nations. In this system, the NGOs do not stop at merely providing aid. They claim the right to denounce the factors responsible for the disasters. Although the disasters are natural, their consequences are not.
